ST. PAUL CITY CONFERENCE: Track and Field Guidelines
- The track coaches will meet on Wednesday, February 25, 2009, at 2:45 p.m. at Central High School. All coaches, including any assistant coaches, must attend this meeting.
- Opening date for practice will be Monday, March 9, 2009.
- All coaches are encouraged to join the St. Paul Coaches Association and the Minnesota State Coaches Association.
- Coaches are to notify the school athletic director of meet results the morning of the next school day for the weekly district report.
- All-Conference selections are determined by first and second place individual events and first place relay teams at the Conference Meet. Honorable mention athletes are determined by third place (in individual events) and second place relay teams.
- Entries for all meets will be made at the track. Coaches involved will meet at 2:45 p.m. to make entries. Entries must be printed with first and last names used.
- Lane assignments will be given using a pre-determined format.
- The meet director should compile the results of the meet and send it to all schools.
- Competing schools should help set up and put away equipment.
- It is the scorer's responsibility to see that the newspaper gets the results. The results of both boys' and girls' meets should be called in by the scorer or meet director, contacting John Vosejpka by phone (767-3490), Fax (293-5374) or E-Mail (john.vosejpka@SPPS.org) with results for Web site posting.
- If a question based on a rule or eligibility fact arises during the course of a meet, the coach will present the point to the meet director immediately after the meet has been completed. If an event is being conducted incorrectly, the coach should report the irregularity to the meet director immediately.
- Squads should remain off the track when not actually competing or waiting their turn in the running event being conducted. No spikes allowed in the stands.
- The Rule Book adequately covers the situation of a competitor being in two events running simultaneously. Contestants must be informed by their coach of the procedure - follow it or lose their opportunity to participate.
- The referee/starter will follow the Rule Book in his interpretation of fouls committed either on the pole, in lanes or in starting.
- The Athletic Council shall employ a Meet Director for the four conference sites (Central, Como Park, Harding and Highland Park).
- Limit of Participation (It is the obligation of all coaches to see that they stay within the limits of participation.)
- In triangular meets, four contestants may be entered in all races: in dual meets, three contestants may be entered in all races. Five contestants may be entered in field events. Junior varsity entry limits will be the same as varsity, unless prior agreement is reached by both coaches.
- A contestant may participate in a total of four events (track and field) but not in excess of three track or three field events in arriving at the combination of four. If a contestant competes in three track events, only two events may be 800 meters or longer.
- A contestant who fails to qualify in a preliminary of any event shall be considered as having participated in the event.
- Track team members cannot participate in both varsity and junior varsity meets.
- All track runners must use 1/8" pyrimad spikes.
- In triangular meets, the first six contestants in all races will be timed: in dual meets the first three contestants in all races will be timed.
- Boys and girls may be run together in the 1600 and 3200 meter run if there are fewer than sixteen entrants.
- Three trials will be allowed in the triple jump, long jump, discus and high jump.
- The high jump for girls will start at 4'2" and raise 2" at a time until the height of 5' has been cleared and then raise 1" at a time. The high jump for the boys will start at 5' and raise 2" at a time, until 5'8", then raise 1" at a time. In the event girls are jumping at heights over 5', the bar will raise at 1" intervals for the remainder of the competition.

CONFERENCE RELAYS

- 1/8 inch short-spiked track shoes must be worn.
- Limit of Participation:
- In each relay and field events, a school is limited to one team of four contestants. A school may enter less than four contestants in a field event and the total distance or height of each contestant's best effort when added together will determine the score.
- A contestant may participate in a total of four events (track and field) but not in excess of three track or three field events in arriving at the combination of four.

- The high jump will start at 5'4" and the bar will be raised 2" at a time until a height of 6' has been reached and then the bar will be raised l" at a time for the boys. The high jump for the girls will start at 4'2" and the bar will be raised 2" at a time until the height of 5' has been cleared and then raised l" at a time. Field events will start prompt promptly at 3:15 p.m. The ten minute absence rule will be enforced. The bar will be moved promptly after any ten minute delay without jumpers. It will be the contestants responsibility to be present to complete trials. The shot put, long jump and discus will close at 6:00 p.m.
- The meet director will pre-assign lanes for all events. This will rotate by event. In case of a non-entry, the lane will be left vacant. Races requiring more than one heat will be determined by the finals with the six fastest times scoring points.
- ll events will score 10-8-6-4-2-1 points.
- Medals will be awarded to the first place team in all events and ribbons to the second and third place winners.
- Records made in this meet will be recognized.
- Teams and coaches will be assigned duties by the meet director to ensure a smoothly run meet.
- Teams will be staged by the clerk of course and may not report to the starting line unless they have been staged by the clerk.
- National Federation Track and Field rules will be followed.

- Entries
- All entries should be e-mailed to the Meet Director by the Thursday before the Conference Preliminaries.
- Three contestants may be entered in each event, and one relay team in each relay.
- No changes will be approved after the coaches have made their entries for the Conference Preliminaries except in case of injury or illness on the day of the meet. The substitution may be made only in the same event, heat and lane assigned to the injured or ill contestant. A substituted contestant must be withdrawn from all events.
- Participants in the Conference Finals will be determined as a result of the City Preliminaries. The number of runners advancing to the finals will be determined by how many lanes the track has at the site of the Conference Meet (i.e, 8-lane track, eight runners; 9-lane track, nine runners, etc.) The first place finisher in each heat automatically qualifies for the finals. When FAT (fully automated timing) is used, all other qualifiers are based on time.
- Lane Races: Quarter final and semifinal heats will be run in all lane races. The number of qualifiers from each heat will be determined by the number of entries and heats. An effort will be made to advance runners by place instead of time.
- 800 Meter: Two seeded heats will be run. The top six finishers in each heat will qualify for the finals. Prelim - run only if more than 16 runners.
- 1600 Meter: Finals only. The top twelve seeds will be boxed by time, the remaining contestants will start from the scratch line and will not pass any seeded runner until the break pole. The six fastest times will place.
- 3200 Meter: Finals only will be run during the preliminaries. The top twelve seeds will be boxed by time, the remaining contestants will start from the scratch line and will not pass any seeded runner until the break rule. The first six finishers will place.
- Relay Races: All relay races will be finals only.
- Tie Races -- If a tie exists in any running event, including the relays, it shall be run off after a 15-minute rest period or at the conclusion of the preliminaries.
- Field Events
- All field events will be run as finals.
- For the high jump the starting height will be 5'4" for boys and 4'4" for girls. The bar will be raised 2" at a time until a height of 6'0" for boys and 5'0" for girls has been reached. The bar will be raised l" at a time after these heights have been reached.
- Shot put, discus, long jump and triple jump -- three trials. The eight finalists will have three more attempts.
